CBE International's website argues: Corinth was a center of Bacchus/Dionysus worship involving ecstatic drunken frenzies and nonsense tongues. The Corinthian church was getting drunk at communion and going wild with tongues. Livy claims most Bacchus worshippers were women. Women brought ululations (ritualistic wailing) from pagan worship into church. Therefore when Paul says 'women keep silent,' he means 'stop bringing pagan ecstatic behavior into church' -- applicable to all people, not just women.
