The judging prophecy view uniquely answers four questions: (1) Why only women? Because it is about gender roles in church leadership, not education or culture. (2) Why all women in every church? Only complementarian views explain universal scope; the judging prophecy view fits best. (3) Why submission? Because judging prophecy is a leadership function, and questions during it can subvert leadership authority. (4) Why is this passage in the middle of a section on prophecy? Because it is about judging prophecy, not some unrelated topic. It is consistent with 1 Corinthians 11 (women can prophesy) and 1 Timothy (women cannot hold elder authority).
