Mike rejects the collapsed egalitarian reading of the two infinitives.

The phrase should NOT be understood as: 'teach in a domineering fashion,' 'teach with assumed/presumed authority,' or any reading that collapses the two terms into one negative concept. It should be understood as: teach (the good kind of authoritative teaching) and have authority (legitimate church authority) — both of which are good things that Paul restricts to male elders in the church.
