Ra articulates what makes a prophecy credible; Winger engages seriously with those criteria rather than dismissing them.
Ra's four criteria: (1) clear and unambiguous, (2) won't happen anyway on its own, (3) if it would happen eventually, it must have a time limit, (4) implied: something that couldn't be a lucky guess. Winger adds: (5) historical confirmation that the fulfillment actually occurred, (6) prophecy written before the fulfillment. Winger notes these six criteria align closely with what he independently used in his 'Evidence for the Bible' series. He also clarifies: Ra says a prophecy has 'no value' if these criteria aren't met, but Winger refines this — such prophecies may still have theological value for teaching; they simply don't function as evidence of divine inspiration for distant generations.
