Jesus' ministry was to Jewish audiences who had no confusion on this topic — it wasn't a live debate. Paul addressed it because his Gentile audiences (Rome, Corinth) were confused. But Jesus was not silent on sexuality: in Matthew 19:4-6 he appeals to Genesis, affirming male-female marriage as God's original creative design. Given Jesus is the author of Scripture and affirms that design, his position on homosexuality is not ambiguous.
