Second external Roman source confirming systematic persecution
Pliny, a Roman governor, writes to Emperor Trajan describing his procedure: interrogate Christians, offer release if they recant and curse Jesus and burn incense to Roman gods, execute if they refuse. Trajan writes back endorsing this policy. This shows institutionalized persecution from very early on.
