Jesus chose a tax collector (universally hated), fishermen with Galilean accents (mocked as uneducated), men with no prior religious rank. These choices show Jesus was not selecting for cultural acceptance. We have good evidence that Jesus did not choose his apostles based on how well received they would be. The claim that women were excluded for cultural reasons presumes something not evidenced in the text.
