Winger answers he probably would not believe without God's Spirit working in him. However, he explicitly rejects irresistible grace, the Calvinist doctrine that God's call always results in salvation. He argues that God's Spirit convicts the whole world (John 16) of sin, righteousness, and judgment, but not everyone is saved, meaning the conviction does not automatically produce salvation. People can and do freely reject God's appeal.
