The Hebrew Roots interpretation reads "until heaven and earth pass away" as a condition meaning the Law remains in effect as long as the current cosmos exists. Winger argues the verse is about the integrity of Jesus's fulfillment: he will accomplish every part of the Law completely—nothing will be left undone. It is a statement about totality of fulfillment, not duration of obligation. This connects to the anti-Pharisee polemic: the Pharisees had distorted the Law by adding traditions; Jesus will accomplish the undistorted whole.
