Galatians 3:19 states the Law was added because of transgressions "until the offspring should come" (the offspring being Christ). Galatians 3:24-25 calls the Law a guardian (paidagogos) until Christ came; now that faith has come, we are no longer under the guardian. Winger argues the transition point is Christ's first coming, not a future new heavens and earth—which is where the Hebrew Roots movement locates the transition.
