Theological definition of the kingdom of God

Winger defines the kingdom of God as "wherever God is ruling as king." It is currently present spiritually in believers (Jesus brought the Law into hearts, gave the Holy Spirit). It will be physically present on earth at the second coming. The kingdom is currently spiritual and dispersed; at Christ's return it will be local and global on a transformed earth.
