Stephen is falsely accused of speaking against Moses and the law -- the witnesses are explicitly called false (Acts 6:13), meaning Stephen is not actually teaching against the law

Winger argues that Stephen is not an example of early church anti-Torah teaching. The accusers had to secretly induce men to lie, and are labeled false witnesses. He suggests Stephen may have repeated Jesus's words about temple destruction and/or rejected Pharisaical additions to the law.
