Winger draws on a University Press introduction/commentary on Acts to explain that Samaritans held a Mosaic expectation based on Deuteronomy 18:15 (the prophet like Moses). They had the five books of Moses but rejected Jerusalem worship and the rest of the OT. Their position between Jew and Gentile explains why they are listed third in Acts 1:8.
