Competing interpretations of the Apostolic Decree
Interpretation 1 (universal): these four apply to all Gentiles always, which still means the full Torah is not required, and would imply eating pork is okay (just not strangled). Interpretation 2 (table fellowship): James gives the reason in verse 21 -- Moses is read in synagogues everywhere, so these four things are for the sake of fellowship between Jewish and Gentile believers. Winger favors option 2.
