Winger directly addresses 119 Ministries: if Matthew 5 (not abolish but fulfill) and Matthew 28 (teach to observe all I commanded) require Torah for Gentiles, then the entire book of Acts -- which never once commands Gentiles to obey the law -- is inexplicable. The Great Commission has been misread.
