Winger reads verse 21 as a statement about the totality of Christ's sacrifice, consistent with universal extent.

'For our sake he made him to be sin who knew no sin, so that in him we might become the righteousness of God.' The verse asserts God dealt with sin comprehensively through Christ (universal extent) but the benefit ('we might become the righteousness of God') reflects application to believers.
