Licona gives two explanations: (1) Early Christians, including the Apostles, expected Jesus to return in their lifetimes — so why write? They could hear it directly from eyewitnesses. (2) Only about 10% of the population was literate in that era; written books were mainly for the elite. Most communication was oral. Neither factor is unusual for the period.
