The hallucination hypothesis fails because hallucinations are private experiences — one cannot share a dream or hallucination with another person. In Acts 9 (also 22 and 26), Paul's traveling companions experienced the same light and voice as Paul, even if they couldn't understand the words. This makes the hallucination explanation insufficient for Paul's experience.
