Proverbs is wisdom literature, not hard rules of life — applying Proverbs 16:33 ("the lot is cast into the lap, but its every decision is from the Lord") as deterministic would lead to absurdity (rolling dice for every decision). Mike proposes a "layers of sovereignty" model: humans have genuine free will; above that, angelic/spiritual forces and other people limit those choices; above that, governments and authorities; above all, God's ultimate sovereignty orchestrates everything toward his goals without directly causing all things deterministically. The book of Job illustrates this: spiritual realities were at work that the characters were unaware of, yet God remained sovereign above it all.
