Priests did teach in the OT, but what was uniquely priestly was mediation. That mediating function now belongs to all believers equally through Christ. If there were zero qualifications for elders, universal priesthood might imply universal eldership — but the Spirit prevents this by giving specific qualifications beyond being a Christian.
