(1) Paul does not specify non-worship public places — the natural reading is about Christian gatherings. (2) Prayer and prophecy were regular parts of Corinthian church gatherings. (3) Men and women receive the same instructions in the same breath — this makes no sense if not about church. (4) Paul concludes in v.16 with appeal to universal church practice: 'we have no such practice, nor do the churches of God.'
