Matthew 28:18-20 was given specifically to the Twelve as the fountainheads of the church's mission, but all believers should find themselves participating in that mission in some way. Key distinction: not everyone is called to a leadership/pastoral role — discipleship leadership is not for everyone. However, everyone should ask: What am I doing to help make disciples? The passage itself defines disciple-making as two steps: (1) Baptizing — the initial commitment and public identification with Christ's death and resurrection (as practiced immediately in the early church, Acts); (2) Teaching them to observe all that Jesus commanded — ongoing formation. Discipleship is not just evangelism but the full lifecycle of formation.
