Jesus commends voluntary singleness (making oneself a eunuch for the kingdom) — therefore a blanket command for every person to have children cannot be right.

Jesus in Matthew 19 says some make themselves eunuchs for the kingdom. Paul in 1 Corinthians 7:32-38 affirms singleness as better for kingdom service, provided singleness is used for God and not selfish leisure. This breaks any universal individual mandate to have children.
