Answering the secondary question: what is the point of praying if it is already God's will?

Exodus 32: God was going to destroy Israel; Moses' intercession changed the outcome. This was not an accident — God wanted Moses to intercede. Paul requesting prayer (Romans 15, etc.) would be meaningless if prayer did not genuinely affect outcomes.
