Winger is not fully on board with the doctrine of a post-salvation Holy Spirit baptism that always results in tongues. He sees examples in Scripture of subsequent Spirit experiences empowering people for specific purposes but without a consistent tongues-result. He cites 1 Corinthians where Paul states not everyone speaks in tongues and does not treat this as a deficiency. He is not a cessationist — he is open to genuine subsequent Spirit experiences — but opposes formulas that produce fake tongues or prophecy. He would rather have one real prophecy in ten years than a thousand with only one genuine.
