Winger outlines two angles. First, he surveys the question of where the human soul comes from: some believe it is purely biological (arising naturally at conception); others believe God directly and individually creates each soul (either at conception or sometime during development). If the latter view is correct, then God has a direct miraculous hand in every human existence — every person is individually made. Second, even if soul-formation is biological, God's foreknowledge and providential design of the entire created order is so intricate that every individual existence is part of God's plan. A slightly different world would mean different people; therefore his act of creation intentionally included each person. He cites Jeremiah 1:5 ("before I formed you in the womb I knew you") as evidence of God's personal, intimate foreknowledge of each individual. God pushing the first domino can be credited with the intentionality of all subsequent dominoes while still allowing free will.
