Two types of forgiveness

Heart forgiveness (internal release of bitterness) = unconditional, for everyone. Relational restoration = conditional on repentance, especially for severe offenses. God models this: the cross objectively pays for all sin (heart of forgiveness), but individuals must repent to receive it (relational restoration). This resolves the tension between "forgive everyone" and "if your brother repents, forgive him."
