Deuteronomy 19:11-13: murderers who flee to cities of refuge must be extracted and handed to the "avenger of blood." "Your eyes shall not pity him, but you shall purge the guilt of innocent blood from Israel." Key principle: when a community fails to punish a murderer, the guilt of that innocent blood spreads to the whole community — not just the murderer. Numbers 35:30-31 adds protections: (1) No death penalty on a single witness's testimony — multiple witnesses required; (2) No ransom/bail accepted for murder — rich can't buy their way out. God was willing to let some guilty go free rather than risk convicting the innocent. This shows the death penalty must be applied carefully but IS required.
