Even government isn't merely a human institution per Romans 13:1 ('there is no authority except from God'). Marriage is established in creation (Genesis 1-2: 'a man shall leave his father and mother...become one flesh'). Jesus affirms this in Matthew 19:6 ('what God has joined together'). Paul in Ephesians 5:31-32 connects Genesis to Christ and the church. These all show marriage is God-ordained, not a human construct.
