Two options: (1) cultural norms or (2) God's proper ordained order. The Greek physis was used by contemporary philosophers (like Epictetus) to argue from natural realities to moral behaviors -- NOT from cultural custom. Epictetus argued: nature gave men facial hair, therefore men should let it grow to distinguish male from female. Plutarch: nature (physis) gave mothers breast milk to teach them to nurse. Paul's usage: women's hair naturally grows longer (biologically true -- longer life cycle, male pattern baldness). F.F. Bruce supports this biological reading.
