The limit is not on the first clause but on the second. Notice in verse 25 that they are called “the dead”. This is a term of all, “the dead will hear”. That is all of them. But not all will hear in a way that pays close attention (vs 25) or believe (vs24). I am going to add a screen shot to my blog post above so you can see that.
