Mike reads the broader Livy context to show it concerns political lobbying, not learning.

The full Livy passage concerns women lobbying for political changes -- visiting the Forum, urging bills, voting for repeal of laws. The author wants women to ask their husbands not so husbands can teach them, but so husbands can do the political lobbying instead. This is categorically different from Paul's concern about women asking questions to learn things during church services. Even if the similarity were strong, there is no reason to assume the Corinthians rather than Paul are echoing Livy.
