At Pentecost, 500+ believers (including women) were gathered. When the Holy Spirit descended, all spoke in tongues. Peter interpreted this by quoting Joel 2: 'Your sons and your daughters shall prophesy... even on my male servants and female servants I will pour out my Spirit and they shall prophesy.' The tongues with interpretation functioned as prophetic speech. This was a massive public church gathering where women prophesied -- the utter silence view cannot accommodate this.
