Philip's daughters were widely known for prophesying (Acts 21:9). Anna prophesied at the temple before a mixed group (Luke 2:36-38). Huldah prophesied to men. Deborah spoke prophecy from God to men. Miriam also prophesied with men in the audience. Paul seems to assume prophecy primarily happens in public gatherings. These examples make the utter silence view untenable.
