Phoebe is called a 'diakonos of the church at Cenchreae' (Romans 16:1). The word is the same used for male deacons. The phrasing 'a servant OF THE CHURCH at Cenchreae' suggests it's an official title related to that fellowship, not just informal service. Since deacon is a catch-all that doesn't entail a specific degree of authority, having a woman in this role doesn't create an elder-like problem.
