Ramsey's inconsistency: he admits naming 'certifies the dominion of God over those places' when Jacob names locations, contradicting his own thesis.
Internal contradiction in Ramsey's paper
Ramsey interprets Jacob naming places in Genesis as discernment of God's dominion. But on p. 34 of his paper he writes that 'the naming certifies the dominion of God over those places, a dominion which Jacob discerns.' Mike points out this concedes that naming IS associated with dominion -- contradicting Ramsey's thesis that naming is only about discernment, not authority.
