If hosting made you the elder, why did Timothy and Titus need to go appoint elders in churches that were already meeting in homes? Also, the theory would make Peter's mother-in-law a leader of the apostles, would make hosts warned in 1 John leaders of false teachers, and would make the Pharisee who hosted Jesus a church leader.
