Craig Blomberg (complementarian) argues the qualifier 'of the church in Cenchreae' implies an official position, not generic service. Douglas Moo (complementarian) agrees she was a deacon but says this doesn't make her a leader and teacher like Paul. Tom Schreiner also agrees. Mike concludes on balance Phoebe was a deacon and some translations (ESV) handle this poorly.
