Argument for women deacons: the word 'likewise' creates a three-part structure (elders, deacons, women)

The word 'likewise' links these as parallel groups with parallel requirements. The requirements for women in v. 11 closely mirror the deacon requirements: dignified (same), not slanderers (parallels not double-tongued), sober-minded (parallels not addicted to wine), faithful in all things (catch-all for remaining requirements).
