The inclusive view: Junia and Andronicus are apostles and are well-known among the other apostles. The exclusive view: they are not part of the apostle group but are well known to the apostles. Everyone agrees this distinction is lexically possible. The resolution must come from syntax — examining the whole phrase and context.
