119 Ministries uses Matthew 5:17 (Jesus did not abolish the Law) plus Matthew 28:20 (teach all nations to observe all Jesus commanded) to argue that Gentile believers must keep the full Mosaic Law. They treat Matthew 5 and Matthew 28 as the framework for interpreting all other NT passages about the Law. Winger acknowledges this looks initially persuasive.
