Hebrew Roots teachers focus on the word "abolish" (Jesus does not abolish the Law) while giving a minimized or undefined meaning to "fulfill" (pleroo). Winger argues pleroo carries a sense of accomplishment, completion, and finality—especially in prophetic contexts. It does not mean merely "agree with" or "continue." Matthew is saturated with prophetic uses of pleroo (Matthew's "fulfillment" formula). Jesus is saying he will achieve the intended end of the Law.
