Matthew 5:17 must be read pre-New Covenant: Jesus is speaking to Jews before the cross

Matthew 5 occurs before the New Covenant has been inaugurated. Jesus is speaking to Jews in anticipation of fulfilling the Law. The passage cannot be read as a post-resurrection, post-Pentecost instruction to Gentile believers. The context is the culmination of the old covenant, not the establishment of new covenant obligations.
