Verses 12-13 are about men, verse 11 is about women — not gender neutral
Mike clarifies the structure of the 1 Timothy 3 passage on deacons.
Mike agrees verses 8-10 and 12-13 are specifically about male deacons ('husband of one wife' is not interchangeable). He does not hold the egalitarian view that these are gender neutral. But verse 11 is specifically about women doing ministry tasks that parallel the male deacon requirements. Phoebe is explicitly called a deacon (Romans 16:1), not just 'one of the women serving with deacons.' Mike concludes the term deacon is appropriate for women.
