Mike draws the fundamental distinction in how authority works for elders vs. prophets.

Elders are approved, affirmed, and instilled with authority to proclaim truths. You test the man before affirming him, so his teaching is trusted. Prophecy is the reverse: anyone can prophesy, so you test each individual prophecy. The teaching office of elder carries authority that a prophet does not.
