Prophecy is passive in nature — the prophet is not supposed to speak beyond what God gave them

A prophet is not supposed to offer their best judgment on an issue — an elder does that. A prophet only speaks the words God gave them. Example: Nathan told David 'do all that is in your heart' about building the temple, then God told Nathan to retract his counsel because it contradicted what the Lord was actually saying (2 Samuel 7).
