He reads Matthew 11:22-24, where Jesus condemns Galilean cities for rejecting his miracles, saying Sodom would have repented at the same works. The cities that rejected Jesus had a greater revelation (prophecy, Scripture, miracles, God in person) and thus bear greater responsibility. Sodom's lower responsibility means a less severe judgment.
