Do unbelievers receive resurrected physical bodies at the final judgment?

Question about whether those who reject Christ also receive physical bodies at the resurrection.

Winger turns to Revelation 20. The saved are raised first at the beginning of the millennium (the "first resurrection"). "The rest of the dead" (unsaved) do not come to life until the thousand years end. At the great white throne judgment (Rev 20:11-15), the sea, death, and Hades give up their dead — clearly the unsaved — who stand before the throne and are judged. This implies a bodily resurrection for the unsaved as well, parallel in some sense to the bodily resurrection of believers described in 1 Cor 15. What the resurrected body of the unsaved looks like — whether identical to their previous body or different — Winger admits he cannot say clearly from the text.
