Paul's actual behavior toward persecution shows he didn't strategically accommodate Roman sensibilities

Paul openly called for people to cast out idols and empty pagan temples (Acts 19 in Ephesus). In Athens (Acts 17), Paul called idol worship 'ignorance' and told all to repent. Idolatry was integral to city/state politics and a known threat -- far more than household codes. Paul never pulled punches on idolatry despite knowing it would cause persecution. Letters between Emperor Trajan and Pliny show Christians were persecuted for undermining idol worship. Yet Paul didn't write strategically on that issue, so why would he do so for household codes?
