Even if 'women' is the right reading, it's metaphorical — there were no actual women rulers at the time; Isaiah is calling male leaders 'women' as an insult.

How Women Could and Couldn’t Lead in the Old Testament: Women in Ministry part 3 01:27:51 – 01:28:52

Interpreting Isaiah 3:12 if 'women' is the correct reading

Even taking 'women' as the correct reading: women were not in official rulership positions at the time. Isaiah's contemporary Micah always references male leaders. Isaiah 1:23 calls the princes (male) rebels and companions of thieves. The verse is metaphorical — just as 'infants' are not literally oppressing them, 'women' are not literally ruling them. Isaiah is calling male leaders 'women' (and 'infants') as a pejorative metaphor for their incompetence.
